Preheat the oven to 400 degrees.
Grease a 11 x 7×1 1/2 rectangular baking dish with nonstick cooking spray.
Brown the ground beef and season with the onion powder and salt.
Stir in the cottage cheese and 1/3 of the red enchilada sauce.
Evenly divide the ground beef and cottage cheese mixture between the tortillas and sprinkle with the Mexican cheese.
Roll up the tortillas and place the seam side down into the baking dish.
Spoon out and pour the remaining enchilada sauce over the tortillas and top with the remaining cheese.
Bake uncovered for 20 minutes or until bubbly. Garnish with cilantro, sour cream, and/or guacamole if desired.
